The VA Montana Health Care System provides a VA presence in every major city in the state through a series of community based clinics, a community living center, and an acute care medical! center.
Montana is the fourth largest state geograph! ically and has one of the largest per capita veteran populations. To augment mental health services in the outbased clinics. The clinic in Billings is our largest outpatient clinic and will provide outpatient surgery services for Veterans in the area.
NOTE: Applicant's education and length of nursing practice (experience) will be considered by a Nurse Professional Standards Board in determining the grade and step of the applicant selected.

The outpatient surgical nurse practices within
surgical services providing direct patient care in the surgical suite. The RN
is responsible for assuring patient preparation is complete, acting as
Â"circulating nurseÂ" or Â"scrub nurseÂ", helping in Â"special proceduresÂ" area as
assigned, and monitoring the post-operative patient until transfer to the post
anesthesia care unit (PACU) for patients receiving local anesthesia, IV
conscious sedation, monitored anesthesia care, and general anesthesia. The RN
applies evidence base practice while providing care based upon the nursing process which includes systematic data
gathering, assessment, appropriate nursing judgment, and evaluation of human
responses to actual or potential health problems through such services as case
finding, health teaching, health counseling; provision of care supportive to or
restorativ! e of life and well-being; and executing medical regimens including
! administering medications and treatments prescribed by a licensed
provider. The nurseÂ's primary commitment
is to the patient, whether an individual, family, group, or community. (ANA Code of Ethics for Nurses)
The RN assumes
responsibility for the coordination of care focused on patient transition
through the continuum of care, patient and family education, patient
self-management after discharge, and supporting factors that impact customer
satisfaction and acts as the patient advocate. The Surgical
Outpatient RN is expected to cross-train within the peri-operative arena, as
well as endoscopy services to facilitate coverage and flow of services when necessary.
Core elements of performance include knowledge and
active participation in unit/program level quality improvement processes and
initiatives, as well as customer service programs.
QUALIFICATIONS REQUIRED:BASIC REQUIREMENTS:
U.S. citizenshi! p. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Full unrestricted Licensure, Certification, or Registration required Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the c! ertificate of professional nursing to sit for the NCLEX to the VA along! with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

GRADE DETERMINATIONS:
Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel.

Physical Requirements: Moderate lifting (15-44 lbs), moderate carrying (15-44 lbs), straight pulling, pushing, reaching above shoulder, use of fingers, both hands required, walking, standing, repeated bending, both legs required, ability for rapid mental and muscular coordination simultaneously, near vision correctable at 13" to 18" Jaeger 1-4, far vision correctable in one eye to 20/20 and 20/40 in the other, depth perception, ability to distinguish basic colors, hearing (aid permitted), emotional stability, mental stability, sitting 3-4 hours intermittently, hand & eye coordination, and twisting.
