MAJOR DUTIES:
- Supervises nurses, professionals and medical support assistants efficient and equitable manner to insure quality and safe patient care and provides direction, instructions, training in tasks, job techniques, use of specialty equipment, evaluates work performance, assesses competency, selects employees for vacant positions.
- Plans and adjusts work schedules a! nd operations to meet organizational objectives, priorities, deadlines,! and standards of care and assures nursing capabilities, staffing, and equipment and supply requirements to meet the work demands, safety requirements, and accreditation standards.
- Updates policies and procedures and develops new unit policies and incorporates research and information into existing policies, reflecting current nursing practice, Nursing Standards of Care, Infection Control and regulatory agency requirements.
- Collaborates with other unit Supervisory Clinical Nurses to establish (nursing) unit objectives that are consistent with the goals and missions of the agency and the Indian Health Services. Attends meetings and workshops which pertain to administrative matters such as accreditation standards, union contracts, recruiting and retention issues, budget, continuous quality improvement and other management topics.

Clinical Nurse: Must possess and maintain a valid, current, unrestricted license or certification in acy State, the District of Columbia, the Commonwealth of Puerto Rico, or a terriroty of the United States.
BASIC REQUIREMENTS:
Education: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. (On! e year of nursing experience as a military corpsman that has been accep! ted by a State licensing body may be accepted in lieu of education at the GS-4 level.)
GS-11: One (1) year of specialized experience equivalent to at least the GS-9 grade level OR Completion of all requirements for a doctoral degree (Ph.D. or equivalent) or three (3) full years of progressively higher level graduate education.
Specialized Experience: For GS-11 level, you must have one year of experience (equivalent to the next lower grade) that included duties such as:
Supervises, manages, directs, coordinates and evaluate the nursing program for the Emergency department. Maintains and assures currency, accuracy, appropriateness and adherence to nursing policies, procedures and standards; assures nursing compliance to hospital/service unit, Area, Indian Health Service, federal and other (e.g., Joint Commission on accreditation of Healthcare Organizations (JCAHO) laws, regulations, policies, procedures and standards. Facilitates orien! tation, cross/training and on-going development of nursing staff. Develops, implements and assesses an on-going performance improvement (PI) program for the units. Coordinates nursing services with other health care resources/services to assure appropriateness and continuity of patient care. Responds to emergencies, disasters and other crises by appropriately implementing established emergency plans of actions. Participates in multi-disciplinary committees and work groups. Assures availability of appropriate levels of competent nursing staff to provide comprehensive, 24 hour care. Monitors staff utilization to ensure appropriate use of leave and efficient use of overtime within budgetary and staffing constraints. Plans, assigns, and prioritizes work based on level of competency, nursing standards and established multi-disciplinary plans of care. Interviews candidates for positions in the work unit; makes recommendations regarding selection, promotions and reassignments. Dev! elops and implements on-going performance appraisal of nursing staff. I! nitiates disciplinary actions in accordance with federal personnel policy. Recognizes significant employee contributions and performance through established and informal procedures. Hears and resolves consumer complaints and/or refers to higher level manager as appropriate. Responsible for knowledge of, and compliance to, established labor relations contracts. Provides direct patient care utilizing emergency room triage and interventions, and the nursing process. Develops and implements Nursing Standards of Care. Manages a budget for the unit.
