POSITION : Physician, (Associate Chief of Surgical Services), AD-0602. One half time, 20 hours per week, permanent position. This position is located in the Surgical Service at the VA Montana Healthcare System, Ambulatory Surgery Center (ASC), Billings, MT and reports to the Chief of Surgical Services at Fort Harrison, MT. The Billings ASC is scheduled to open in March 2014 and is expected to serve the ambulatory surgical and endoscopic needs of Eastern Montana veterans, markedly improving access to specialty surgical care for a largely rural state. This is a challenging opportunity to participate in the development of a newly opening ASC within the VA Montana Healthcare System.

English Language Proficiency required. DUTIES:
The Associate Chief of Surgical Services is responsible for the planning and implementation of the Surgical Services at a newly opening Ambulatory Surgical Center (ASC) within the VA Montana Healthcare System. This includes, but is not limited to, development of the outpatient surgical program, which involves matching of appropriate surgical procedures to the outpatien! t setting in a VA system, planning and fine tuning the physical design, working with surgical nursing, anesthesia and other personnel to optimize workflow at the preoperative, intraoperative, and postoperative/recovery stage of the ASC experience. The candidate will have responsibility and participation in the selection of surgical specialists and other personnel for the Billings ASC.

Additional duties will include interfacing with primary care and administrative staff, including the Chief of Ambulatory Care for the VA Billings region, and communicating with the administrative staff and the Chief of Surgical Services at Fort Harrison, to facilitate a successful opening and ongoing development of the ASC facility from day one.

The incumbent must have significant leadership, mentoring, and management experience as well as strong health care operations and planning experience and be able to demonstrate evidence of excellence in medical administration, leaders! hip, teaching and clinical practice. It is also preferred that the cand! idate have prior active experience in the actual development and rollout of an ambulatory surgical facility. It is expected that the candidate is currently actively engaged in the practice of surgery with a stellar record of quality care delivery.

Administrative duties will be assigned by the Chief of Staff and the Chief of Surgical Services and will include preventive medicine, emergency preparedness, written ongoing performance evaluations of Surgical Service providers at the Billings ASC, participation in necessary Quality Management and Peer review activities, and other committees as designated, completion of all VA required education including BLS and ACLS, to ensure that all activities comply with Joint Commission and medical center requirements. Periodic travel to the VA Montana Regional Medical Center at Fort Harrison, MT will be required. QUALIFICATIONS REQUIRED:

a. Citizenship. Citizen of the United States. (Noncitizens may be appointed when it i! s not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)

b. Education. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. Approved schools are:

(1) Schools of medicine holding regular institutional membership in the Association of American Medical Colleges for the year in which the degree was granted.

(2) Schools of osteopathic medicine approved by the American Osteopathic Association for the year in which the degree was granted.

(3) Schools (including foreign schools) accepted by the licensing body of a State, Territory, or Commonwealth (i.e., Puerto Rico), or in the District of Columbia as qualifying for full or unrestricted licensure.

(4) ! For residents, graduation from an approved medical school as described ! above is required except as provided in M-8, part II, chapter 1.

c. Licensure and Registration . Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. The physician must maintain current registration in the State of licensure if this is a requirement for continuing active, current licensure. The facility Director may waive this licensure requirement if the physician is to serve in a country other than the United States and the physician has licensure in that country.

d. Board Certification. Current board certification in an appropriate specialty or specialties or physician must possess comparable competence.
