Designated
first-line supervisory authority, responsibility, and accountability for the operations
of the Community Based Outpatient Clinic(s), ensuring that subordinate
personnel provide timely nursing care which complies with generally accepted
standards of clinical practice. This
includes the authority to accept, amend, or reject the work of
subordinates. Has continuing

responsibility for all the following functions:
(1)
planning work to be accomplished by subordinates,
setting priorities, and preparing schedules for completion of work;

(2)
assigning work to subordinates based on priorities,
selective c! onsideration of the difficulty and the requirements of the
assignments, and the capabilities of subordinates;

(3)
evaluating the performance of subordinates;

(4)
making recommendations for appointments,
advancements, or reassignments of subordinates;

(5)
giving advice, counsel, or instruction to
subordinate personnel on work and administrative matters;

(6)
hearing and resolving complaints of subordinates and
referring more serious complaints not resolved to higher level supervisors;

(7)
recommending and/or taking disciplinary action where
appropriate;

(8)
identifying developmental and training needs of
subordinates and providing or making provision for such development and
training (VA Handbook 5007, Part III, Chapter 8);

(9)
collecting, assimilating, analyzing data and data
sources pertinent to performance improvement of clinical areas; and

(1! 0) disseminating data analysis results to staff and implementing strate! gies
that affect changes necessary for improved delivery of Veteran centered care.

Additionally,
the incumbent is responsible for performance improvement, customer service/patient
satisfaction, patient and employee safety, interviewing applicants, employee
relations, standards of care and practice, the work environment, and
accreditation and regulatory standards.
Actively develops and manages collaborative partnerships with community
organizations and facilities, physicians, and other clinicians. Responsible for staffing the clinic(s) and
working with other Nurse Managers to identify and share resources. Responsible to coach staff, address employee
conduct and performance issues, complete recurring reports, and performance
evaluations in a timely manner.
Participates on service and organization committees and task forces to
improve nursing practice and patient care.
Identifies educational needs of staff and ensure! s these needs are
addressed. Has an integral role in
supporting and facilitating student nurse clinical experiences, as well as
orienting new Nurse Managers. Works in
partnership with the union and adheres to EEO principles. In the absence of the Nurse Manager, a
cross-covering Nurse Manager will be designated to handle administrative and
clinical issues, such as staffing coverage, granting leave, and patient and/or
staff issues. It may include temporary coverage for a Nurse Manager in another outpatient
clinic or acting as Associate Chief when so assigned. Periodic travel to Fort Harrison, other CBOCs,
and other sites will be required. BLS is required.

QUALIFICATIONS REQUIRED:BASIC REQUIREMENTS:
U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Full unrestricted Licensure, Certification, or Registration required Graduate of a scho! ol of professional nursing approved by the appropriate State-accreditin! g agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i! .e., Puerto Rico) of the United States, or the District of Columbia.

EDUCATION/EXPERIENCE REQUIREMENTS:
Masters Degree in nursing or a related field preferred.

Preferred Experience: Supervisory experience preferred.

GRADE DETERMINATIONS:
Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel.

The criteria are as follows:
Practice: practice, ethics and resource utilization; Professional Development: performance, education/career development; Collaboration; collaboration, collegiality; Scientific Inquiry: quality of care, research.

PHYSICAL REQUIREMENTS: Moderate lifting (15-44 lbs), moderate carrying (15-44 lbs), straight! pulling, pushing, reaching above shoulder, use of fingers, both hands required, walking, standing, repeated bending, both legs required, ability for rapid mental and muscular coordination simultaneously, near vision correctable at 13" to 18" Jaeger 1-4, far vision correctable in one eye to 20/20 and 20/40 in the other, depth perception, ability to distinguish basic colors, hearing (aid permitted), emotional stability, mental stability, sitting 3-4 hours intermittently, hand & eye coordination, and twisting.
